MISSION STATEMENT

THE DUFFERS HOCKEY LEAGUE WILL STRIVE TO PROVIDE ENJOYABLE RECREATIONAL ICE HOCKEY THAT IS SAFE AND SPORTSMANLIKE BY ENSURING THAT THE LEAGUE IS WELL ORGANIZED AND DISCIPLINED.

RULES AND POLICIES

CONDUCT

(See Appendix C)
1. Good conduct is expected from all league members at all times when representing the league.
2.
Any violent, threatening or abusive behavior directed at the following will not be tolerated:
a.
League officials
b.
League players and teams
c.
Facility staff
d.
Spectators

2. The referees have the authority to cancel the balance of any game if either or both teams are becoming too aggressive and/or creating problems that could escalate into serious incidents. The team(s) responsible for the cancellation of a game or default will be subject to further disciplinary action by the league.

NOTE
ANY LEAGUE MEMBERS WHO EXHIBIT POOR CONDUCT (ON OR OFF THE ICE) ARE SUBJECT TO SUSPENSION OR EXPULSION.

TEAM MANAGERS AND CAPTAINS RESPONSIBILITIES
1. Lead the team by GOOD EXAMPLE and abide by the league constitution.
2.
Communicate league rules and policies to all new and spare players prior to playing.
3.
Payment of team league fees and other fees that may apply to team members.
4.
Collect and use spare player fees as determined by team.
5.
Ensure team has required number of players and a goaltender for each game.
6.
Organize team and assist team members.
7.
Ensure team first aid kit is at all league games and practices.
8.
Be aware of facility first aid kit and facility telephone locations in case of an emergency.
9.
Ensure injured players are checked thoroughly and taken to the hospital emergency if required.
10.
Game sheets as specified in following section.
11.
Attend league meetings as required:
a.
Only team managers, captains or appointed team members can attend meetings.
b.
All teams are expected to have at least 1 representative per meeting.
12.
Arrange team meetings and practices as required.
13.
Care of spare team uniforms.

REFEREES RESPONSIBILITIES
1. Must be experienced in adult hockey, completed league training and approved by the Referee-in-Chief.
2.
Must wear a C.S.A. approved helmet with a C.S.A. approved half visor and protective equipment suitable for officiating ice hockey.
3.
Know and understand the league constitution and Canadian Hockey Association rules.
4.
Be on the ice at the start of the warm-up and start the game at the required time.
5.
Must wear official league jerseys at games. Duffer's referee jerseys are not to be worn when officiating other leagues.
6.
Strictly enforce league rules and policies.
7.
Be impartial and fair to all teams and players.
8.
Deal with all players in a repectful and professional manner.
9.
Stop the game immediately if a player is injured.
10.
Check and sign game sheets after verifying accuracy of scoring and penalties.
11.
Complete game reports for all major and misconduct penalties and injuries.
12.
Give the Referee-in-Chief 24 hours notice of nonattendance at scheduled games.
13.
Must be registered with CARHA prior to officiating.

SCOREKEEPERS RESPONSIBILITIES
1. Accurately record game statistics, shots on goal and period 3 game timing on the game sheet or PDA (real-time stats system).
2.
Be at game on time to set the clock for the warm-up.
3.
Check total number of players and jersey numbers for each team against the game sheet.
4.
Advise referees of players with accumulated penalties requiring game ejection per the league constitution.
5.
Set period 3 stop-time per the league "Period 3 Game Timing" sheet Check and sign game sheets after verifying accuracy of scoring and penalties.
7.
Give a penalty report to teams that have major and misconduct penalties.
8.
Call in the game scores to the league office as required.
9.
Give the scorekeeper assignor a minimum of 24 hours notice of nonattendance at scheduled games.

PLAYER ELIGIBILITY
1. All players must be 19 years of age or older.
2.
All players must be registered with CARHA.
3.
A player must produce a league player card and valid drivers license when requested to do so by a league official. If identification cannot be produced within 24 hours, the game will be awarded to the other team.
4.
Only players registered in the DHL and DWHL Duffers divisions can play in the Duffers divisions except for goaltenders from one division higher.
5.
DWHL league players can spare for all divisions except Duffers. DWHL Duffers division players can spare for all divisions.

TEAM ROSTER
1. All teams must enter their team roster and contact information on the league web site and submitted to CARHA prior to the start of each season. A maximum of 20 players can be submitted to CARHA. Additional players can be registered with CARHA at the team's expense.
2.
The team roster must include regular and spare players.
3.
Winter/spring league: Maximum of 16 players including 1 goaltender or 17 players including 2 goaltenders per game. A minimum of 8 players including goaltender per game.
4.
Summer 4 on 4 league: Maximum of 13 players including 1 goaltender or 14 players including 2 goaltenders per game. A minimum of 6 players including goaltender per game.
5.
Players cannot be added to the game sheet roster after the start of Period 2.

SKILL LEVEL
1. Teams can only recruit players of an appropriate skill level for their division.
2.
The league reserves the right to place any team in a more appropriate division based on skill level.

GAME FORMAT
1. NON-CONTACT.
2.
CANADIAN HOCKEY ASSOCIATION RULES WITH LEAGUE AMENDMENTS.
3.
Protests will be ruled on by the referees immediately. Decision final.
4.
One 30 second time-out per team is permitted in regular season and playoff games.
5.
Only league players, coaches and managers are permitted on team benches during games.
6.
Players are not permitted on the ice until the Zamboni doors are closed. Players on the ice before the Zamboni doors are closed are subject to penalties and disciplinary action by the league (The league recommends that teams allow the ice to set prior to starting their warmup).
(See Appendix C).

NOTE
The "STACKING" of teams is not permitted. The league may remove players or teams of an inappropriate skill level from the league.

DHL - 1.25 hour ice time:
Warmup 5 minutes
Period 1 10 minutes stop-time
Period 2 15 minutes stop-time
Period 3
DWHL (Women's only) - 1.25 hour ice time:
Warmup 5 minutes
Period 1 15 minutes stop-time
Period 2 15 minutes stop-time

DHL and DWHL 4 on 4 (Summer league) - 1 hour ice time:
Warmup 5 minutes
Period 1 12 minutes stop-time
Period 2 12 minutes stop-time
Period 3 12 minutes stop-time


NOTE
a. Period 3 stop-time will be adjusted if the game is going to exceed the alloted ice time.
b.
Games delayed by the facility will start the alloted ice time when the facility is ready to use (Following teams or groups will be delayed accordingly).
c.
Maximum of 15 minutes additional accident time per game.

SLAP SHOTS
1. Slap shots are permitted.

GAME DEFAULTS
1. A team that does not meet league requirements for:
a.
Player eligibility
b.
Team roster
c.
Skill level
d.
Game sheets
e.
Player equipment
f.
Uniforms

1.
A team without a goaltender by the start of Period 2. A player must be wearing goaltender equipment to qualify as a goaltender.
2.
A team that plays with a suspended, expelled or ineligible player. It is the team's responsibility to find out what suspensions may apply to any players assessed Major, Misconduct, Match and Fighting penalties or ejected from a game. Incorrect or missing game sheets will not reverse the result of a defaulted game.
3.
In the event of a defaulted game, the team with the required number of players will receive a voucher for food and beverage at a facility used by the league.
4.
Teams that default during the playoffs will be disqualified and ineligible for further playoff games NOTE
a. Game defaults are automatic if teams do not meet league requirements.
b. Teams cannot agree to play for league points if a game defaults.
c.
In the event of a defaulted game, a practice can proceed for the alloted ice time. League officials will not be provided for practices resulting from defaulted games.

GAME SHEETS
1. Game sheets must be properly completed prior to the start of each game.
2.
The full name and jersey number of each player must be legibly printed in the column under the team name if not preprinted on the game sheet.
3.
Team managers, captains and coaches must be identified on the game sheet.
4.
All players, team managers and coaches must sign beside their name on the game sheet.
5.
Game sheets must be signed by the team managers to verify team roster.
6.
It is the responsibility of the team managers to:
a.
Verify any suspensions and notify their players.
b.
Request any corrections to the statistics at the end of each game.

NOTE
Game sheet statistics will not be altered after the game sheet copies have been distributed unless a game defaults or the league enters statistics incorrectly.

1. All players and goaltenders must wear full protective equipment and a helmet suitable for playing ice hockey.
2.
Helmets must:
a.
Have a properly attached half visor or full facial protector (C.S.A. approved type helmet and full facial protector is recommended - C.S.A. approval required winter 2006-07).
b.
Have a chin strap that is properly fastened while playing.
c. Be the correct size and worn properly to provide maximum protection.

NOTE
ANY PLAYERS WITHOUT THE REQUIRED EQUIPMENT WILL NOT BE ALLOWED TO PLAY.

PLAYER EQUIPMENT UNIFORMS
1. All team members must wear jerseys of a matching colour.
2.
All team members must be identified by a number on their jersey. No taped numbers are allowed.
3.
Team captain and alternate captain(s) must be identified by a "C" or "A" on their jersey.
4.
All teams must designate a jersey colour prior to the start of each season.
5.
The VISITORS TEAM is responsible for any changing of jerseys if there is a colour conflict with another team.
6.
Uniforms must be in good condition.
7.
League conflict jerseys are available for teams when jersey conflicts occur. Conflict jerseys must be returned to the league within 24 hours of the game

FIRST AID KITS
1. It is recommended that all teams have their own first aid kit at all league games and practices.

League standings are ordered by division winning percentage. Win, loss, tie points are for all games played.

PLAYOFFS
PLAYER ELIGIBILITY
1.
ANY TEAM THAT PLAYS AN INELIGIBLE PLAYER DURING THE PLAYOFFS IS SUBJECT TO GAME DEFAULT OR DISQUALIFICATION
2.
ALL PLAYERS MUST HAVE PICTURE IDENTIFICATION ON THE PLAYERS BENCH AT ALL PLAYOFF GAMES. A delay of game penalty will be assessed if picture indentification is not immediately available when requested by a league official
3.
All players, except goaltenders, must have played the following number of games with the team to be eligible for the playoffs.

Winter:
3 games in the first 12 games and a total of 7 games during the regular season.


Spring:
5 regular season games

Summer 4 on 4:
2 regular season games
Goaltenders must have played 1 game for a league team during the regular season to be eligible for the playoffs. Goaltenders can only play 2 divisions lower than the team they are registered with. There are no restrictions on goaltenders playing for higher division teams.
5.
Only players registered in the DHL and DWHL Duffers divisions can play in the Duffers divisions except for goaltenders from one division higher.
6.
DWHL league players must play for their registered teams in the playoffs except Duffers division players and goaltenders.
7.
All players must sign their name beside their printed name on the game sheet prior to playing. Players arriving late must sign their name beside their printed name on the game sheet prior to playing and before the start of the second period. PLAYERS ARE NOT PERMITTED TO DRESS ON THE PLAYER'S BENCH OR JOIN THE GAME AFTER THE START OF THE SECOND PERIOD.
8. Team managers have until the start of the 3rd period to protest players suspected of playing under an assumed name. Any players subject to a protest will have their identification checked by a league official. If a protested player is correctly listed on the game sheet the protesting team will be assessed a 2 minute delay of game penalty. Players that are not correctly listed on the game sheet or have no identification will be ejected from the game. It is the protesting team's responsibility to file their protest with the league. PROTESTED PLAYERS WITH NO IDENTIFICATION MAY HAVE TO VERIFY THEIR ELIGIBILITY AT A LATER DATE.
9.
Team managers have 24 hours after the game to protest players thought to be ineligible. All protests must be in writing and emailed or faxed to the league office.

NOTE
Number of games played for each player is available on the web site.

PLAYOFF FORMAT
1. Two games, guaranteed.
2.
There will be a 5 minute stop-time 4 on 4 sudden victory overtime period if the game is tied at the end of regulation time. If the game remains tied after overtime, the final result will be decided by a shootout, best of 3 then sudden victory. Teams must list 3 shootout players on the game sheet prior to the game and they will be the only players eligible for the shootout. Players with unserved penalty minutes at the end of the overtime period are ineligible for the shootout. Teams can replace an injured, ineligible or ejected player. PLAYER STATISTICS

Remember to take your playercard andphoto ID to all games. We are doing spot checks to ensure all players are registered and insured. You will not be permitted to play if you cannot prove you are a league member.
