MISSION STATEMENT
THE DUFFERS HOCKEY LEAGUE WILL STRIVE TO PROVIDE ENJOYABLE RECREATIONAL ICE HOCKEY THAT IS SAFE AND SPORTSMANLIKE BY ENSURING THAT THE LEAGUE IS WELL ORGANIZED AND DISCIPLINED.
RULES AND POLICIES
(See Appendix C) 1. Good conduct is expected from all league members at all times when representing the league. 2. Any violent, threatening or abusive behavior directed at the following will not be tolerated: a. League officials b. League players and teams c. Facility staff d. Spectators
2. The referees have the authority to cancel the balance of any game if either or both teams are becoming too aggressive and/or creating problems that could escalate into serious incidents. The team(s) responsible for the cancellation of a game or default will be subject to further disciplinary action by the league.
NOTE ANY LEAGUE MEMBERS WHO EXHIBIT POOR CONDUCT (ON OR OFF THE ICE) ARE SUBJECT TO SUSPENSION OR EXPULSION.
REFEREES RESPONSIBILITIES 1. Must be experienced in adult hockey, completed league training and approved by the Referee-in-Chief. 2. Must wear a C.S.A. approved helmet with a C.S.A. approved half visor and protective equipment suitable for officiating ice hockey. 3. Know and understand the league constitution and Canadian Hockey Association rules. 4. Be on the ice at the start of the warm-up and start the game at the required time. 5. Must wear official league jerseys at games. Duffer's referee jerseys are not to be worn when officiating other leagues. 6. Strictly enforce league rules and policies. 7. Be impartial and fair to all teams and players. 8. Deal with all players in a repectful and professional manner. 9. Stop the game immediately if a player is injured. 10. Check and sign game sheets after verifying accuracy of scoring and penalties. 11. Complete game reports for all major and misconduct penalties and injuries. 12. Give the Referee-in-Chief 24 hours notice of nonattendance at scheduled games. 13. Must be registered with CARHA prior to officiating.
SCOREKEEPERS RESPONSIBILITIES 1. Accurately record game statistics, shots on goal and period 3 game timing on the game sheet or PDA (real-time stats system). 2. Be at game on time to set the clock for the warm-up. 3. Check total number of players and jersey numbers for each team against the game sheet. 4. Advise referees of players with accumulated penalties requiring game ejection per the league constitution. 5. Set period 3 stop-time per the league "Period 3 Game Timing" sheet Check and sign game sheets after verifying accuracy of scoring and penalties. 7. Give a penalty report to teams that have major and misconduct penalties. 8. Call in the game scores to the league office as required. 9. Give the scorekeeper assignor a minimum of 24 hours notice of nonattendance at scheduled games.
SKILL LEVEL 1. Teams can only recruit players of an appropriate skill level for their division. 2. The league reserves the right to place any team in a more appropriate division based on skill level.
NOTE The "STACKING" of teams is not permitted. The league may remove players or teams of an inappropriate skill level from the league.

NOTE a. Period 3 stop-time will be adjusted if the game is going to exceed the alloted ice time. b. Games delayed by the facility will start the alloted ice time when the facility is ready to use (Following teams or groups will be delayed accordingly). c. Maximum of 15 minutes additional accident time per game.
PLAYOFFS PLAYER ELIGIBILITY 1. ANY TEAM THAT PLAYS AN INELIGIBLE PLAYER DURING THE PLAYOFFS IS SUBJECT TO GAME DEFAULT OR DISQUALIFICATION 2. ALL PLAYERS MUST HAVE PICTURE IDENTIFICATION ON THE PLAYERS BENCH AT ALL PLAYOFF GAMES. A delay of game penalty will be assessed if picture indentification is not immediately available when requested by a league official 3. All players, except goaltenders, must have played the following number of games with the team to be eligible for the playoffs.
Winter: 3 games in the first 12 games and a total of 7 games during the regular season.
Spring: 5 regular season games
Summer 4 on 4: 2 regular season games Goaltenders must have played 1 game for a league team during the regular season to be eligible for the playoffs. Goaltenders can only play 2 divisions lower than the team they are registered with. There are no restrictions on goaltenders playing for higher division teams. 5. Only players registered in the DHL and DWHL Duffers divisions can play in the Duffers divisions except for goaltenders from one division higher. 6. DWHL league players must play for their registered teams in the playoffs except Duffers division players and goaltenders. 7. All players must sign their name beside their printed name on the game sheet prior to playing. Players arriving late must sign their name beside their printed name on the game sheet prior to playing and before the start of the second period. PLAYERS ARE NOT PERMITTED TO DRESS ON THE PLAYER'S BENCH OR JOIN THE GAME AFTER THE START OF THE SECOND PERIOD. 8. Team managers have until the start of the 3rd period to protest players suspected of playing under an assumed name. Any players subject to a protest will have their identification checked by a league official. If a protested player is correctly listed on the game sheet the protesting team will be assessed a 2 minute delay of game penalty. Players that are not correctly listed on the game sheet or have no identification will be ejected from the game. It is the protesting team's responsibility to file their protest with the league. PROTESTED PLAYERS WITH NO IDENTIFICATION MAY HAVE TO VERIFY THEIR ELIGIBILITY AT A LATER DATE. 9. Team managers have 24 hours after the game to protest players thought to be ineligible. All protests must be in writing and emailed or faxed to the league office.

PLAYOFF FORMAT 1. Two games, guaranteed. 2. There will be a 5 minute stop-time 4 on 4 sudden victory overtime period if the game is tied at the end of regulation time. If the game remains tied after overtime, the final result will be decided by a shootout, best of 3 then sudden victory. Teams must list 3 shootout players on the game sheet prior to the game and they will be the only players eligible for the shootout. Players with unserved penalty minutes at the end of the overtime period are ineligible for the shootout. Teams can replace an injured, ineligible or ejected player. PLAYER STATISTICS 1. Players a.
